Elevation - Proposed Renovation

As part of our capital improvement plan process, the City began to evaluate the long-term need for space and repairs at our City Hall.  In 2017, the City hired architect Leo A. Daly to evaluate what repairs are needed, to determine future space needs and to identify options that will meet those future needs.  

The study identified significant deficiencies at City Hall, including: 

  • Inefficient heating/cooling (HVAC) systems.
  • Inadequate restrooms facilities.
  • Lack of ADA accessibility.
  • Lack of energy efficient lighting and insulation.
  • Insufficient public meeting and program spaces.

The City Council, after reviewing various options ranging in cost from $8.5 million for a renovation to $16.1 million for a new facility, decided that a complete renovation and small expansion of the existing facility was the most responsible use of public funds.  The City Council contracted with its City Engineer, Stantec, to prepare a preliminary design for the renovation/expansion.  

The proposed preliminary design will benefit our residents by:

  • Enhancing energy efficiency and decreasing costs of building HVAC and electrical systems.
  • Enlarging public meeting and program spaces to better serve the community.
  • Increasing the number of restroom facilities to accommodate public gatherings of up to 200 people.
  • Creating a separate entrance for the Police Dept. and moving the Police lobby to the front of the building.
  • Rearranging staff space to increase operational efficiency.
  • Improving ADA accessibility throughout the building.
  • Strengthening building security for public and staff.
  • Expanding technology to promote citizen engagement.

The project will be paid for with a combination of City cash reserves and proceeds from Capital Improvement Plan Bonds.

The City Council authorized soliciting bids for the project on October 16, 2023.  The bid opening will be on November 20, 2023.  A public hearing will be held on the issuance of Capital Improvement Plan bonds on December 18, 2023.  The City is estimating a construction start date of March 2024.
