According to City Ordinance Chapter 121, a background check application and a fee are required when applying as a new applicant for the following licenses:

• Peddlers, Solicitors, and Transient Merchants
• Tobacco
• Intoxicating Liquor and 3.2% Malt Liquor
• Pawnbrokers
• Second-Hand Dealers
• Vehicles for Hire
• Sauna Massage Service
• Sexually Orientated Business
• Lawful Gambling Premises
• Permit Bingo Hall
• Kennel License
• Used Car Dealership​​​​
