City Council Duties

The mayor and four council members make up Spring Lake Park's elected City Council. The mayor serves a four-year term; the council members serve four-year staggered terms. Local elections take place in November of even-numbered years. Under this form of government, administrative as well as legislative authority is the ultimate responsibility of the council.

As the official head of the city, Mayor Hansen serves as spokesperson for both the government and the community.  As a council member, the mayor's official power is no greater than any other council member, and the office has no veto power. The mayor enters official documents, makes appointments subject to the approval of the council and presides at council meetings.

City Council Meetings are held on the 1st & 3rd Mondays of the month at 7:00 pm in the Council Chambers at Spring Lake Park City Hall, 1301 81st Ave NE.  If a holiday happens to fall on a meeting Monday, the meeting will be held on the following Tuesday at 7:00 pm.

The City Council exercises the following powers and duties:
  • Legislates for the city, passes ordinances, and sets administrative policy.
  • Directs enforcement of ordinances, determines the level of service, and purchases equipment for city use.
  • Approves the hiring of personnel.
  • Manages fina ncial operations by levying taxes, approving budgets, auditing expenditures, and borrowing money.
  • Guides development in accordance with the comprehensive land use plan.
  • Appoints persons to administrative and advisory boards and commissions.
  • Conducts city inter-governmental affairs.
  • Protects the long-range welfare of the city and its residents.
  • Provides community leadership.
In January, each council member is appointed to quarterly assignments as liaisons for various city boards and commissions. The following Councilmembers are appointed to their respective commission for 2012 as follows:
